Just received my IMI bill and very pleasantly surprised. The IMI rate has been cut from 0.50% to 0.35% meaning quite a significant drop in price for this year.

Just looked at the Financa's website and our IMI for this year (i.e. 2015) is showing so presumably it's in the post. As reported above by bob d, compared to last year it has gone down and by exactly 30%. Last year (i.e. 2014 IMI) our combined total was 351.06 (175.53 each) and this year (2015 IMI) it's gone down to 245.74 (122.87 each). So that's a 105.32 reduction - we only pay once a year in April.
Whilst I'm happy about this I must admit that I find it a very strange decision as I'm now going to pay less than the 253.04 (126.52 each) we paid in 2012 (2011 IMI). It then went up in 2013 (2012 IMI) to 351.06 due property revaluation.
Anybody know what the reason or logic of this is?

The council has paid back in full a loan of 16 million Euros, which meant no more interest payments in 2015

Some small business taxes are also reduced.

Thanks for the info Tom. Still think it's a strange decision to go back to levels that are below what we paid in 2011. Surely there must have been wage rises, inflation etc since 2011? Would it not have made more sense to keep it at current levels and spend the extra on things like cleaning out drains, repairing pavements etc.

Ours was revalued in 2012 and increased substantially and was revalued again last year (Due to selling) and was informed by financas that the VPT has increased yet again. We are still liable for the 2015 IMI and are now awaiting the bills arriving through our door in UK, but nice to know the percentage has dropped from 0.50% to 0.35% so hopefully the decrease in percentage will counteract the increase in our VPT on the IMI payable.

Thats if your registered Stuart123 with financas website and have a password to access it . I asked about this at financas 2 years ago thinking they could do it there and then in the office , they said no. You have to register online and then they send you a password by post so you can access. it Is that correct Dicey or have i been given wrong info?

As this is my first IMI payment on my apartment, I'm pleased to see that the amount is much less than my expectations!
256.90 euro per year if I read this right - I was expecting more like 500 euro.

I checked last year's which I didn't pay until 10th April so all being well it will be waiting for me when I get back.
Otherwise it's off to the camara or I will get fined for not paying a bill I don't have.
It would be much better it we could pay by direct debit.

Thanks to Jayjan & Dicey for mentioning bills arriving separately.....I received one addressed to me (F) 3days ago, which I thought was a bargain! Dave's (B) arrived yesterday for the same amount . So how does this work then? There's 2 names on the mortgage so we receive a bill each, for half the amount each? The bill states "ano 2015" so does everyone pay in arrears? We bought our Pateo apartment on 1st August 2015. Is this taken into account? Sorry, so many questions xxx

Yes they are in arrears sidsmum. We sold our place in Sept 2015 but have been told we will still have an IMI bill for 2015 but not sure whether it will be for the whole year or just up to Sept. Yours maybe just calculated from August 2015 when you bought, to the end of Dec 2015. I was also told that it's the person/persons who own the property at that particular year end who are liable, so am a bit confused. We will see when ours arrives whether the amount is pro rata or for the full year.

Nothing to do with mortgages as we don't have one. It's the number of named owners that count. If there's one named owner then it's 500 but if there's 2 named owners then it's 2 x 500/2 etc etc

To pay online you need to go to your bank website, log in and pay with the references that are on the statement you got thru the post or online. Unlikely to be online if you can't get onto the site!! You need to register with the financas web site then you get send a code to log in. The normal looking log in boxes went a while back and I now find if I start clicking towards where I want to go - it then pops up the boxes for my name and passwords etc. ps both restaurant bills are lower for the Albufeira area - not sure about the house in the Loule area

I went on line yesterday to find my multibanco code, and noticed that they also have the code for next November's payment up on line already. I have not tried to pay it yet, but could it be that they are waking up to the fact that some people want to get it all done at once, at last? Karen's (paper) bill - which also came yesterday - only has the code for April though.

Thanks Pete.I definitely already have a password, and have now managed to log on at www.portaldasfinancas.gov.pt I seemed to stubble across a log in box but I can't find anywhere obvious to pay. Even searching IMI pagamento has no results! Think I'll just phone my bank (Caixa Geral de Depósitos) in the UK to talk me through paying online via my bank account, as previous companies I've paid online have an IBAN etc. I don't want to get this payment wrong! We're not in Albufeira again til May.
(Also have no idea what a house in Loule has to do with this - we have an apartment in Pateo, down the road from Cubsur!!!!)

Sidsmum I think what Pete is saying that the Council tax for his Restaurant in Albufeira is not as much as it was in previous years.(bobd did mention previously that council tax had gone down in Albufeira) His house in Loule is a different council and therefore his council tax on that can't be compared to Albufeira one as different councils charge different prices.

Sid - you cannot pay on the portalfinancas web site, you just get you payment refs from there and then go to your bank web site and from there its payment to estado and use the refs you have

A main reason is the completed payback of a bail out loan secured a few years ago, when the council ran out of cash under the previous administration.
There is also what they describe as 'responsible budgeting'.

I would take last years bill and fiscal cards also be carefull as our friend did same as didn't receive bill they put the payment on to the last years so make sure you say for this year and on top of everything they fined them although they were in the wrong .

The Finanças should be able to issue a duplicate copy of this year's but make sure they understand that you haven't received the current one. Certainly take last years's with you, which has your address and NIF on it and a good book etc as you may be waiting there for hours.
I have requested the Senha do Acesso for the Finanças website so I can try to pull off the details from there. I have better things to do with my time than queue for hours to try to pay a bill I haven't even been sent!

I think its ridiculous when you get fined especially when you havn't received the bills. How the hell can you pay if you don't have them and don't have registered access to online facility. We got a fine a couple of years ago for same thing. Postman has just been and still no IMI bills.

Been today and told because of all the new rules, some bills will not be sent until May/June. (funny, as the Irish woman in front of me was there for the same reason and she came away with her bills to pay next door ????????????) The woman who dealt with us, at one point said... because we were resident, retired and didn't earn money in PT we probably wouldn't get any more bills. She then disappeared and came back 15 minutes later and said we would receive our bills in due course. (May/June) All very strange.

I did post the question put on Trip Advisor. Something very odd going on they said. No-one is aware of any official announcement about why there is a delay in sending them and whether or not people should worry.
A straw poll suggests that it is retired people and those without incomes here (ie don't pay tax) are the ones not getting their bills.
I have asked for an access code to the Finanças website which I should get this week some time. That way I hope I can see whether or not I even have a bill to pay.

Just been on one of the expats websites forum and folks are too talking about not receiving their IMI . These are their replies: " Can anyone throw any light on this? I have a house in central Portugal. I'm non resident and am currently at home in UK. My neighbour and fiscal representative has been looking in my post box for my annual bill from the council. It not having arrived he has been to the council offices where he normally pays the bill. They have told him that in rural areas they have separated the value of land and house and if they are below a certain value I will not be charged and that is what the computer says. We had the same yesterday when we tried to pay the IMI for a friend. After a lengthy explanation they told us that the policy changed in 2015 and affects all properties in Portugal. If a persons house is valued at €66,500 or less OR a resident is shown on their records as earning €14,600 or less per annum they are exempt from paying IMI.
That is all we know. They did add that there are 'many many English people who do not know this'.
We have fed this back to our friend, but would be interested to know if anyone else has been told the same. ------------------------------------------------

I didn't know about that, but I've just logged on to the Financas website and it is only showing IMI details for 2014 (issued in March 2015). There is nothing for 2015 which should have been issued in 2016. I'd forgotten that the bill was issued in March, I was expecting it in April. I've just checked our Caderneta Predial (also available online which I hadn't realised) and our property is rated way, way below the limit so it looks like we don't have to pay anything either! ----------------------------------------------------------- mmmmm, wonder what's going on. We have still not received ours either. BTW the quotes are from folks who have property in Central Portugal.

Think a lot were recalculated in 2014.

Well stap me vitals! I qualify on item 1 so it looks like I might have an extra €250 to waste on beer.
I shall double check things tomorrow.
Nice of 'em to actually tell us! Surely some accountant or lawyer must be able to point towards an official statement to this effect.
And it is a nice feeling to be subsidised by all you rich people living in big villas with pools.

Ours was revalued in Sept 2015 and we have had 4 notices from financas regarding the new revaluation. (why 4 notices saying exactly the same thing I do not know, what a waste of admin/money). Our valuation is below that figure due to it being an old casa pre 1951 so maybe if this is true that's why we havn't received ours either . Waits in anticipation with fingers and legs crossed.

Where are all these properties for €66.5k or less Certainly none round here - be lucky to find a grotty 1 bed apartment in need of serious refurbishment for €80k

Dicey the figure quoted is the VP/VT valuation (rateable value) not the actual market value of what the property is worth when selling.

Checked my Caderneta Predial and indeed I am still valued at under €65,000. Last revalued in 2009.
I do not plan to spend my bonus in one go.

Two more confirmations re IMI not being charged if your property VP is under €66,000."Just paid mine. Neighbours couldn't as was told he now doesn't need to pay as his house is valued at less than 66,000€. Its not been evaluated for more than 25 years." (this is in Burgau. municipality of Vila Do Bispo)
"Vila do Bispo Camera have indeed confirmed that they are not charging property tax on properties valued at less than 66K "

I think you need your IMI bill to find out what your VP is - last year's should do. I couldn't find any mention of it on the Financas website although it's bound to be there somewhere. My wife & I get an IMI Bill each so the total rateable value is 2x the value shown on each individual IMI Bill

Once you are logged in, search for 'Caderneta Predial' or navigate to (there is a space between each) InÃcio, Os Seus Serviços, Património, Consultar, Imóveis, Património Predial
and it will show your full details of property rating etc.
You should end up on a page like this "https://www.portaldasfinancas.gov.pt/pt/Pat/main.jsp?body=/ca/patrimonio.jsp"
That shows a summary and at the bottom on the right is a link to a downloadable PDF document

Mine is similar, first registered in 1993 (although it is 20 years older than that) and value has also just about doubled.

I was also told first hand yesterday that two others in my block, who asked at Finanças and were given the same answer, that those IMI bills not yet sent out will be sent during May.
The change in in legislation with the new exemptions was 'to blame'.

I think you will be one of the lucky ones to be exempt Jayjan. We got ours 2 weeks ago and it was reduced by 30% so thankful for small mercies . Therefore living here all the time, being retired and not earning money in Portugal had nothing to do with it!

Here's hoping jamieandanne. I hate to think that the bill has got lost somewhere in the postal system (although saying that, it has never happened before) and we are still liable & for a fine also. The only way you can find that out is when they put a charge on your bank account or be registered with financas website of which we arn't. We will see.
