When i lived in Portugal members of the public could apply to became Police officers trough PSP but to be a GNR you would to come from a military background not sure if that still the case or not,it was common knowledge that GNR back on the day were more strict than PSP but they have the same powers.

The latter are also the enforcement arm of the local council. GNR also provide for example policing at Albufeira's football matches but in Portimão it's usually the local police.

I have had no personal experience of any of them!
