We were lucky here as it was 'only' business premises that were directly affected. Few if any people live on the ground floor of the buildings in the lower part of the old town. Although a lot in the upper floors did lose electricity and water for a day or three, no homes were flooded.

I spotted yesterday that some work is taking place inside the popular tourist spot in the square called Bank. They wouldn't be open at this time of year anyway. They are also advertising for staff.

Some people are going to have to accept that the place they live in may no longer be habitable if these huge storms are going to be regular occurrences. Even as I write I am listening to news of yet another storm battering parts of the UK.

Here in Mytholmroyd, West Yorkshire, it will be many months before normal service will be resumed. Our local playing fields may never recover from the boxing day floods and there was 170 dwellings flooded/evacuated as well as 45 business premises washed out. Albufiera has done very well to recover and I am sure the spirit in both communities is comparable - what a shame that there is a minority that moans they cannot enjoy themselves after such devastation. The big metal gates at the roundabout were supposed to hold back the water but they burst open under the pressure. And of course the backed up water had already flooded the Pingo Doce supermarket, threatened the health centre and partly flooded Albufeira Camping. The tunnel under the town was repaired a few years ago after the 2007 flood, but  the deluge on 1st November mainly came along the surface.

It's possibly a good thing that the flood doors did burst. If the water had reached the top of the embankment and overflowed, it's possible that many more thousands of tons of debris would have been washed into the town and of course the road across town could have been destroyed. That would have screwed things royally on several fronts

Like many parts of the UK, people here are having to learn how to deal with events that were once rare, but now becoming more common and more extreme.

I see they want Lisbon`s help to build a flood relief tunnel before 2020.

I think `holding` the water higher up is usually the best form of defence, including deepening rivers of course ... and in the north of Glasgow (Petershill) they are building a huge underground `tank` to do just that. Albufeira might just need a couple of these in cascade to stop any future flood, providing the drains can be deepened and cleared of course.

This is no doubt the usual stifling bureaucracy, where everyone is terrified of making a decision for fear of losing face if it turns out be wrong. Form a committee. Drag it out.

As any other former and possibly current civil servants in the UK will attest, any officials chief preoccupation is the avoidance of error. This rules out almost any form of decision making, except at the very highest level.

I do though wonder if some people deliberately do not pay flood insurance etc in the hope or expectation that government (ie the taxpayer) will bail them out in such situations?
