me and my wife have had temporary residency in albufeira since may 2016. it needs renewing before 30th may 2022. can we renew this at the town hall before this date? we spend about 22 weeks a year in our apartment at quinta da bella vista. we have filled our S E F application forms in and are waiting to hear from them giving us a date for an interview. we have tried filling in the automatic renewal forms but don't have the 9 digit number they ask us for. we are both in out 70s would welcome a little advice.    tony.

Yes, you should go to the town hall. There is no sign when those of us with permanent residency that has expired will be able to apply for the new document. Meanwhile we have a paper that gives us indefinite leave to remain.

Make sure you take all the documents required.

I don't know if you can just turn up or whether you have to make an appointment.

I've just realised I need to do this, so I've filled in the form on SEF and downloaded a QR certificate.  What happens next? How do you get a date for an appointment?

Apparently the successor organisation to the SEF will send us a summons to go to their office. Those of us who obtained our receipt and 'permission to remain' paper last December are still waiting.

As a resident your passport should not be stamped nor should your presence be recorded on the database of tourists. Have the paperwork ready to show when your passport is inspected both on departure and arrival.

Amazingly I have just had an invite from SEF to book an appointment for a new resident card (yes on a Sunday!)
The only problem is that the link takes me to a page with only 2 options;1)login to existing account or 2) create account.
Needless to say when I login in to my account, it has just three options; display application form 2)download residence certificate and 3)Log out!

Has anybody else managed to make an appointment with the SEF and if so how did you do it?

I got my email today and made an appointment on 16th Nov. Thats the good news , the bad news is the appointment is in Lisbon

Loads of people in albufeira got emails recently. I’d wait and see if Loulé comes available. People saying they’ll call Sef to see if this will be an option.

The SEF website definitely suggests the service will be available at a Town Hall. Maybe they haven't rolled it out yet. I guess cost could be an issue as each place offering the service will need a fingerprint scanner.

Scheduling an appointment (available only on January 2021)

Later SEF will notify you by email about scheduling an appointment to provide your biometric data (photo, signature and fingerprints) that will appear on your new residence permit.

The appointment will be held at a Town Hall that offers this service. You can choose a date and time for your appointment from the available slots in the Town Hall that is offering this service closest to your residence area.

they started with madeira island then cascais nr lisbon. loule was next to get it set up and many people have gone there. more places to offer the service but don't know when. lots of chat on social media - my advice is to wait for loule to become available or new places offering service.

Albufeira residents have all received the call.

I cannot even log on to the website, passwords and attempts to reset passwords are rejected. Everyone I have spoken to over the weekend and yesterday say they will wait until the process can be done in Albufeira. I for one will not spend €50 on train fares to go to an office in Lisbon only to be told I have forgotten one of the six hundred pieces of information no doubt required,

I am not sure how much info SEF had of mine to insert onto the card but we took passport, current residencia, fiscal number, social security number and utente (health centre) numbers. Had some numbers just written on a post it and not original docs.

While I appreciate that this whole farce is not the fault of the Portuguese people or authorities, but the 17 million gullible idiots who insisted "nothing will change if we leave the EU because they need us more than we need them",  this is not untypical of what I expected. The system clearly isn't set up properly for Albufeira yet, so why send out the messages? I imagine to meet some kind of promised deadline rather than admit they are not prepared.

To add to the stupidity (and this one is down to SEF and Portuguese authorities) they have decided not to accept the residencia form we were given last year at passport control anymore, even though they are of course fully aware that they have not even seen thousands of people yet, let alone issued their new cards...

I heard yesterday of people who are booking to go to Lisbon and of someone else who travelled 50 miles to a processing centre to find the computers had crashed and nothing could be done.

This will be an exercise in patience for sure!

We are booked to go to Lisbon but the risk of computer failure on the day is concerning.
 I have heard residents of other Algarve towns now being offered Lisbon as well possibly due to the small uptake in Albufeira

A friend in Algoz was offered appointment in Lisbon but not till after Christmas so he will wait till new year to see what else is available

Tick the box against your name, then the box with the arrows. It should then give you select address (certainly Lisbon) 
Then select date then time.
Then you will get email confirmation.

It was designed however to make it as difficult as possible whilst appearing simple

Sorry Richard I thought the box with arrows was for rescheduling an existing appointment.
I think you need to click on the box that looks vaguely like a calendar but more like a calculator and then all will be revealed.

Latest in the Portugal News at the weekend and from AFPOP was that we should not be worried about the so called window for applying. If we do not or cannot travel to Lisboa then we will be invited again later to a more local centre. The SEF also posted a powerpoint slideshow on you tube stressing that they had it coveredLOL at their 23 regional centres of which the Algarve has 4 in Lagos, Loule (both of which definitely were available for appointments until their schedule became full) and 2 at Quarteira and Faro which as far as I have read are figments of their imagination.

SEF also advised me by email that local appointments will be available in the 'future'.

Strange thing is that when I first investigated the system everything seemed to work as it should. I got as far as seeing that only Lisbon was available, so did not proceed.

Now when I click on that box next to my name, nothing happens. I tried with Javascript on and off and with adblock off, still nothing, but I will give it another bash this afternoon. Just want to be sure I can do what's needed when I need it.

We went to Lisbon, €10 each way on the Rede Express bus.  30 min walk to SEF office.
Make sure you get past the security guard on the door who was struggling with crowd control.  Get inside and say you have an appointment, preferably in Portuguese.

There is only one desk, one worker.  About 150 people milling around.  Get to the desk with your passport and tell them you have an appointment.  Try to ignore the hords who are doing other SEF stuff and trying to get to the desk too.

She will give you a piece of paper and a number.  The paper asks for Mother's name, Father's name, your address, your fiscal number, your social security number, your health centre number, your mobile number.  Fill it in leaving blank any numbers you don't have.  Don't worry if your details have changed in any way.  Wait your turn for your number to appear on the TV screen (we waited an hour).

Of all the desks only 3 are for the Biometric ID.  They copy the info you have written out onto the system, you don't need original documents.  Then photo and fingerprints.  For one of us it was smooth, the other not, computer says no and all that.  One has managed to generate payment form and paid and awaiting card, the other computer still says no.

Relatively easy.

Oh, and keep your current paper because your card will have a start date of the day of your appointment but they will honour your original start date, apparently, when you renew again.

Yes same here, It looks like you can go to Lisboa, Faro or Quarteira. It names two options. Espaco de Cidadao - Faro. This comes up in Google maps as Quarteira 14km distance
Loja de Cidadao - Faro, comes up in Google maps as truly Faro 31km away.

The Espaco has slots available after Christmas and the Loja has slots available from 12th December onwards. So Perry was quick off the markLOL

We drove to Lisbon today , parked 100 yds from SEF office , we were allowed  in early but out within the hour so excellent as busy there . We are told we are getting 10 year cards - some have only been given 5 year

Faro etc would have been easier but glad its sorted

I have been advised by others that I can rebook with a change of venue. When I received the second email from SEF I was offered only Lisbon and nothing before the 20th of December! So I booked the 22nd.

I shall try that this afternoon.

There are all kinds of rules. To be able to stay in Portugal for longer than 90 days, you eventually have to renounce residency of where you were before. That is is the legal necessity to live here and have access to services such as education and state health care.

Thank you, I own a house here in albufeira  i just get conflicting stories some people have what they call residencia but only spend some much time in Portugal maybe thats just to please themselves on coming and going not putting all your eggs in one basket so to speakWink

Yes you can own a house here, pay taxes etc but legally can only stay here for 90 days without applying for a temporary or permanent resident's card. For UK passport holders this is now of course fairly difficult to get around.

Thanks Cubser, how come though some people have residencia in Portugal and still work in the UK it all seems confusing to me as I thought if you had residencia you had to stay six months in Portugal, plus you could only be a resident of one country

The 6 months rule you mention is probably the tax rule that you must pay tax in the country you are resident in for 183+ days per year. It is entirely possible to have residency in Portugal, which is a right to remain here and have access to health and other services and yet be taxed in another country. Even moreso as there is a lot of tax sharing integration since 2002 between the EU countries, I believe the UK is still party to this agreement.
Without Portuguese residency a UK passport holder may only stay in Portugal for a maximium of 90 days in any 180 day period.

You can have residence in more than one country. You can also have dual citizenship with 2 countries. residence and citizenship should not be confused.

Went to Lisbon yesterday for my appointment. Simply couldn't get one closer, but I had a nice day out as well, so not bad. Whole thing took exactly 30 minutes from the time I walked in the door to the time I left, 22 minutes of which was waiting for my turn. Very efficient. I was pleasantly surprised, but I guess they are getting used to it now. No proofs requested except passport, just filled in a very simple form with NIF, Social Security, Cartão Utente numbers.

I was told it might be two months before I get my card.

We were told the same 8 weeks ( also at  Lisbon) but had cards within 3 weeks.
It might be a bit delayed by Christmas  but hopefully well within the 8 weeks

Postman came with my new card on Tuesday, I wasn't in, collected Wednesday. Registered post, has to be signed for. Photo makes me look like a serial killer on the loose.

Advice - if your bank etc has your old residencia information logged among your personal data, you need to have that changed to the new one.  My bank (Millenium) had forewarned me some time back. That took me about 20 minutes at the local branch. There is no way to do it on line, you have to show them the card.

Then make a copy, upload to somewhere safe and keep a paper copy also.

When mine turned up, the postman rang on the gate downstairs (we live in a block) and passed it to me by hand, no signature required. When my wife's arrived, it just got put in the postbox... 

Depends on your postman I guess... LOL
