Try this guy based in Lagoa, he's very reasonable Joao Rochato, Rochato Civil Engineering.
+351 282 352 995 or TM +351 926 075 771. I have never used him but lots of good recommendations on facebook Algarve pages of people who have. 
The company we used are based in Lisbon called Inside-Building Lda with an engineer  based on the Algarve but I don't have the local engineers number,  their Lisbon office  number is +351 217 260 628, not sure if they speak  English though, also  they were more expensive than Joao Rochato. Unfortunately  I only found out about Joao Rochato after we had had ours done which  could have saved us  a few bob. Good Luck !!!!
