Ah ha, after further investigation this morning it appears that our bill does show a useage reading but guess what, it's never changed in 10 years - 664 in 2002 & 664 now.
Now you might think it odd that we haven't noticed this before but until now our water bills have been sent to our FR so it wasn't until yesterday that we've actually seen one - he had them all, filed away & unopened.

So it looks very much like our meter doesn't work & presumably never has done since we bought the apartment in 2002.

Now, should I tell them

No, I don't think so
I hate how people compare Frank Zappa to God. I mean, he's cool and great and nice and everything, but he's no Zappa.

OMG just read this  in my email after arriving home late yesterday  in Algarvedailynews re water authorities merging and looks like big price increases, looks like we shall be using the ruba dub board appliance instead of the washing machine if the figures quoted are true Tongue  http://www.algarvedailynews.com/news/6626-alentejo-water-to-merge-with-the-algarve

DICEY UK - I found when I moved in to my apartment that the meter wasn't working. I thought that as the place is pretty obviously occupied I thought I should tell them, to avoid getting some kind of hammering with an estimated bill. They were round the next day with a new meter and that was when it was €1,50 a month!

JAYJAN - we are currently paying 36.58 cents per cubic metre for water. That's 0.03658 cents per litre. If the price increases to 3 Euros per cubic metre, ie an increase of around 800% there will be riots.

When we arrived at our apartment last week there was a letter ref water bill not being paid. Went to Camara and they said they had applied to bank for monthly direct debit but there was no money in account and now with penalties I had to pay 30+ euro instead of 12.77 I paid the bill as I was afraid they may come and turn water off. Went to check balance with our Millennium account and found there was much more than enough to pay original bill and the direct debit had gone out also. What a joke, I am now going to email my contact at the Millennium and see if I can get some money back. Watch this space!!

Another bit of news re water from algarvedailynews

WATER

More dirty laundry dressed up in a smart uniform. News that Alentejo water is to merge with the Aguas do Algarve started the ball rolling this week. This, and the cheery news that fresh clean water has now joined the public supply from the vast Odelouca dam in Silves, could not disguise the underlying message that water rates are going to shoot up across the country as privatisation looms. CLICK HERE

Local Câmaras will, quite rightly, be stripped of the right to bill customers. They have been systematically ripping us off for years, an average 80% markup for a non-existent service, and nasty with it when unexpected bills for thousands of euros hit the mat and the man with the monkey-wrench knocks the next day...

The new regional billing agents are to work to a national pricing formula of €2.50 per cubic metre. No list of incremental charges has yet been put forward.  This cost represents a vast hike for many, and is designed to maximise profits so as to appeal to private investors when the system is sold off.  Many think Aguas de Portugal should be just that, owned by the state for the people, not owned by business for the shareholder, but maybe I am just a dreamer... or turning into a communist. CLICK HERE

So another six to eight-fold increase in water charges looms. I wonder how many people will simply refuse to pay?

Problem is it's so essential to every aspect of life that very few will risk non payment and being cut off!

Maybe not in the urban areas, but I am sure there are people out there in the sticks with the means and ability to make suitable arrangements!

Perhaps we can overload the system by claiming we are all hard up and want to go on the 'social tariff'.

A spot of civil disobedience might focus minds. They would not be able to cut off people fast enough, they only have so many operatives.

It wouldn't be as  bad if they read the meters frequently like they used to do instead of leaving them for a few months and then charging us at the higher scales ie overcharging. Plus fitting the meters with a valve so that when they have a water problem that air doesn't send the meter in a spinning mode hence charging us for water we havn't used. Last year I walked past our next door neighbours house going to the shop and water was pouring out of their pipe on the water meter, when I got  to local  shop I mentioned it to them, they said oh there is a problem up the road its normal,  all that water running away and they are charged for it, thats not good. All in all they must be making ex amount of euros, very crafty indeed. If you complain about it it's the normal shrugging of shoulders (not interested mode) soon be on your backs though if you didn't pay the bill (interested mode). We once had a note pushed through our door quite a few years ago, the meter reader couldn't suss out how to open the door (very simple a child could have done it ) on the water meter cupboard. The note said if we didn't send a reading to them within  2 weeks they would cut our supply off, and now they can't be ar*** to  even read  the meter  only when it suits them grrrrrrrrrrrrr. Rant over.

I strongly suspect names like Bill Jones will be higher up the cut off list than Pedro Cohelo somehow...
