Just found this peice of news on another expats forum:
Latest developments (rough translation) reported in today's Correiro da Manha.
SCUT: Legal opinion will be known this week. The introduction of new tolls on four Scut, scheduled for April 15, should be postponed until the new government is elected on June 5. The final decision shall be taken only after the electoral opinion has been cast with a request to the Law Centre of the Presidency of the Council of Ministers, but it is almost certain that the measure be deferred. T his belief was confirmed yesterday by the BC government source close to the process, which added that he was waiting for the legal opinion be known this week, before the council of minister scheduled for Thursday - which should be the last of this Government. The need to enact a statute that set the price per kilometer and the system of discounts and exemptions where the Government is in management, should justify the negative opinion. The possibility of postponing the introduction of tolls on the A22 (Algarve), A23 (Torres Novas-Guarda), A24 (Viseu-Clark) and A25 (Vilar Formoso - Aveiro) was posted by Pedro Silva Pereira at the end of the council of ministers last week. At the time, the Minister of State stated that "installation and collection of tolls on Scut still depends on legislative action" by which "the government has requested a legal opinion as to whether or not it is the competence of a government management." Also yesterday, Macario Correia, president of the Inter Community of Algarve (AMAL), told the CM to be convinced that "the introduction of tolls will be postponed to the next government." The Social Democrats, however, classifies as "electioneering" doubts that the executive now has on the legality of the introduction of tolls. Macario Correia acknowledges that the postponement would allow "new measures" to combat the toll and, therefore, is pleased with the news. "All that is to maintain circulation in the Via do Infante free is good," he says. |

This will cheer up a few of you. You won't need to understand Portuguese to make sense of the headlinehttp://economia.publico.pt/Noticia/governo-suspende-portagens-nas-scut_1488616 It may only delay the inevitable of course. |

Avril I had an email from the Algarve Observer and it seems it's true but how long for it didn't say, only that the tolls had been suspended pending a new government. Fingers crossed they drop it altogether

It won't be dropped - too much money has been spent already on the infrastructure and systems. The organisation that administers the major roads (the equivalent to the UK Highways Agency) is €2 billion in debt and needs the income. An alternative is even higher vehicle taxes, which cannot be avoided. Tolls can. A worse alternative is less maintenance, meaning potholes etc.
The elections are due on 5th June. Expect the revival of toll implementation some time after that. Meanwhile enjoy the two or three months respite. (It's not just the A22, several new motorways in the north were also due to have tolls implemented. They have have also been postponed.) |

The A22 has been suspended and some up north but it will still apply to those already in force.
