I understand that proprerty built since 2004 comes under the new formula for Council Tax, i.e 0.4% - 0.7% of value ( between €400 - €700 pa per €100,000 valuation depending on the rate set by Camera). Does anyone know the actual rate set for 2012 by Albufeira Camera by any chance?., the date of the meeting at which the Council decided, and the date of the meeting on which they will decide on the rate for 2013?. Forum members will no doubt be concerned to hear that, on top of the huge increase (circa 800% since 2010) in water charges, other steep increases in Gas, Electric etc, the Tolls, and the rise in IVA (VAT) , this week's Portugal News now reports that Council Tax could rise by circa 400% next year.

I think the Portugal News is doing what the media worldwide does best, scaremongering. The rise in council tax is because properties are being revalued. There are some properties which when they were built/sold were not valued correctly and now are having the correct amount of IMT tax applied to them. Any property built after 2003/4 will be right. So in effect only those built prior to this date will increase in IMT. Saying that the tax is raising by 400% is good scare tactics on behalf of the press.

Hi Felix I take your point about PN but I bought my property after 2004, so the new formula of 0.4% - 0.7% ( between €400 - €700 pa per €100,000 valuation depending on the rate set by Albufeira Camers) would apper to apply. Yet I am only paying €280 pacurrently for a property the value of which when I purchased was well in excess of €100,000. AS such I am very worried that I may see a considerable rise in my Council TAx, which coming on top of the huge increases in Water, Utilities, IVA, etc. For a property worth say €150k, if the Council opt for the maximum rate of .07% then youowners would find themselves paying Council Tax of €1,100 pa, and if the property is in more than one name, say husband and wife, the total bill would be €2,200. This is why I am interested in the rate Albufeira currently charges and when they will be setting the rate for 2013. .

They re-evalued the properties around here a couple of years ago, and backdated the increase of course. Property has certainly not increased in value since then!

My own thoughts are that if your property was correctly rated at the time of purchase then you won't have anything to worry about re hikes. If you property was undervalued at the time then it would be a different matter. |

All I can say is to make sure all your council taxes have been paid up to date!
We have, and are still dealing with an unbelievable situation whereby our lawyer (fiscal rep) failed to pay our council tax for last year (even though I had sent it to her) in April. I kept pestering the estate agent for a receipt (as they worked together) and he went to the Financas to find that not only had our council tax for last year not been paid, but that we had outstanding council tax from when another family member was added to the deeds in 2007. All the bills/correspondence re this went to our fiscal rep and we weren't aware of any of it. To cut a very long story short, we found ourselves having to shell out an awful lot of money and also a third of our property being put up for auction last week on the very day the outstanding monies were paid!! If I hadn't kept pushing for the receipts we would probably have got a letter sent to us (or maybe not) saying Mr & Mrs ???? now own 1/3 of your property. Jayjan pointed me in the right direction re getting advice, so thank you for that and they have been a godsend along with our English friend and her Portuguese neighbour who have been visiting the Financas for us over the last couple of weeks. It looks like everything is sorted now (fingers x'd) but it has been a very worrying time!

Glad to hear things are getting sorted Julie, even though its cost you a lot of money through someone elses incompetance. Wonder whether financas will now chase the fiscal rep, after all they where responsible for the payment of your taxes.What a joke that law was making it mandatory for non residents to have a fiscal rep when they even can't be trusted to pay taxes for you. Thank goodness the EU directive overturned this law.

Anyone know when the 2012 IMI bills, that are for payment in April 2013, are due to be notified. Must be around this time but there's nothing showing on the Portal das Financas website yet.
The property revaluation figure is there but I can't find any IMI figures or the details of the IMI % rate for 2012 - has this been agreed/publicised yet?PORTAL DAS FINANÇAS |

I read on Sovereign Group website that IMI is now going to be in 3 payments depending on your bill IMI PAYMENTS IN THREE INSTALMENTS
Its saying the tax dept has made changes to the issuing of annual IMI Property Tax From now on up to three bills will be issued as follows: If your Annual IMI is under 250 euros its issued in April between 250—500 euros will be issued in April & November over 500 euros will be issued in April, July and November. It seems they are updating their computer systems according to the algarvedailynews so maybe bills will be late (wishful thinking) or online info not available as yet.

Yes you do need to register to find out anything that relates specifically to you or your property.
It's a bit of a drawn out process. First you need to click on Servicos Tributarios. From memory you need to enter your fiscal number & the address to which your IMI bill is sent. Can't remember if you need to do anything else at this stage (e.g. create password etc) but what happens is that eventually (2 or 3 weeks) they send out (by registered post to the address that your IMI bill goes to) details of the site and a link to log on. From there, and once you're "in" it's still not that easy to find what you're looking for if you don't know Portuguese. The site contains an awful lot of info, most of which doesn't apply if you only pay IMI. It's basically a case of trial & error clicking on every link available until you find what you are looking for. Good luck. |

Jocelyn - last year I got mine in February, so it won't be long now.
This document, dated May 2012, sets out the rates for 2012 I think plus some history http://www.amal.pt/site/parameters/amal/files/File/Noticias/taxas060612.pdf I cannot find anything that actually confirms what we will be asked to pay this year, but last summer there were all manner of reports that, as Albufeira council was broke, IMI might increase by as much as 25%. It hasn't gone up for four years, so we should be grateful for small mercies I suppose. |
